Let's have a conversation about how many federal, state and local law enforcement officers carry their guns at nearly all times when they are not on duty, including when they are drinking alcohol. This is incredibly common.

Why was a round "chambered?" Safety might jar loise on fall, but semi-automatic gun won't fire unless you chamber the first round. Doing so, in a non-lethal situation, is a violation, I'm sure.

Most, if not all, law enforcement carry their weapons hot. Having to rack the slide in an emergency might not be possible due to time or a physical struggle. Plus that is most likely a striker fire with only a trigger safety. Idiot shouldn't be doing backflips.
